CER Decision: Keng Chew Deemed Ineligible Under Small-scale Renewable Energy Scheme

The Clean Energy Regulator (CER) made a crucial decision on March 7, 2024, declaring accredited solar PV installer Keng Chew ineligible for the Small-scale Renewable Energy Scheme for a period of 12 months. During this suspension, any solar PV systems overseen or installed by Mr. Chew will not qualify for small-scale technology certificates (STCs), impacting the eligibility for associated benefits.

Compliance Failure: Lack of On-site Attendance

The decision was based on Mr. Chew’s failure to meet accreditation requirements related to on-site attendance during installations. Between August 15, 2022, and June 6, 2023, he provided false statements, claiming on-site supervision for 12 solar PV system installations. Accredited installers must physically attend sites during key installation phases, including set-up, mid-installation check-ups, and testing.

CER’s Stance on Safety and Quality

Ms. Piet Powell, CER General Manager of Compliance, emphasized the importance of accredited installers’ on-site presence for ensuring quality and safety. The rooftop solar sector has received ample notice regarding compliance requirements, and the CER remains steadfast in enforcing standards.

Ms. Powell stated, “The CER continues to remind accredited installers they must meet their on-site attendance obligations for the installation of small-scale solar PV systems. We won’t tolerate those who are unwilling to do the right thing.”

Unprecedented Action: Second Instance of Disqualification

This marks the second time the CER has exercised its additional powers to disqualify an installer, following amendments to the Renewable Energy (Electricity) Regulations 2001. The regulatory body is determined to maintain the integrity of the Small-scale Renewable Energy Scheme by holding installers accountable for meeting established standards.
