Reinvigorating Punjab’s Renewable Energy Landscape
Power Minister S. Harbhajan Singh E.T.O. has announced the successful recommissioning of the 10MW Biomass Power Plant in Jalkheri, District Fatehgarh Sahib. This initiative promises significant environmental and economic benefits for Punjab.
Historical Development and Modernization
Originally commissioned in June 1992, the Jalkheri Biomass Plant operated until July 1995. Afterward, it was leased to Jalkheri Power Plant Ltd (JPPL) in July 2001, recommissioned in July 2002, and ran until September 2007. Efforts to restart the project began in 2012, and by 2018, the plant was re-tendered on a ROT basis.
Recommissioned on June 21, 2024, the plant now utilizes advanced Denmark Technology boilers. This facility generates electricity using 100% paddy straw, consuming around 1 lakh tons annually. This approach helps curb stubble burning across 50,000 acres in Punjab, addressing a significant environmental issue.
Economic and Environmental Impact
The recommissioned plant will create direct and indirect employment for 400-500 individuals, boosting regional economic growth. It also supports sustainable energy by reducing reliance on fossil fuels and efficiently utilizing abundant paddy straw in Punjab. This project aligns with green energy policies, promoting renewable energy investments and mitigating air pollution from stubble burning.
The plant’s Power Purchase Agreement (PPA) spans 20 years from June 21, 2024, after which it will transfer to Punjab State Power Corporation Limited (PSPCL). During recent tendering, the final quoted tariff was Rs.5.84/KWH, later reduced by Rs.0.07/KWH, saving Rs.10 Crores over the lease period. The lease agreement and PPA with SAEL, signed in 2019, stipulate that PSPCL will purchase all generated power at a negotiated tariff of Rs.5.77/- per unit.
