Strengthening Ukraine’s Energy System Amid Conflict

Ukraine has withstood severe attacks on its Integrated Energy System by Russian drones, missiles, and shelling. These assaults have disrupted power generation and natural gas infrastructure. Despite the devastation, Ukraine’s Government, Ministry of Energy, and energy companies, supported by the international community, have shown remarkable resilience.

Since March 22, 2024, Russia has escalated attacks, causing Ukraine to temporarily lose about 9 GW of installed power generation capacity. In response, the G7+ Coordination Group and the Ukrainian Government strongly condemn Russia’s actions and call for accountability. The international community pledges continued support to repair and stabilize Ukraine’s energy grid, ensuring power generation for the next winter.

Mobilizing Resources for Energy Resilience

The G7+ partners have committed over $3 billion to Ukraine’s energy sector before March 2024. This includes nearly €500 million in grant funding to the Ukraine Energy Support Fund (UESF), operated by the Energy Community Secretariat. The European Bank for Reconstruction and Development (EBRD) has provided support exceeding €1.5 billion through various funding sources. Following the latest attacks, G7+ members announced over $1 billion in additional assistance.

Key contributions include:

  • €70 million in new contributions to the UESF from G7+ members
  • $500 million in new energy sector funding from the United States
  • €300 million in additional funding from the EBRD
  • $47 million in additional grants from the World Bank

The group is delivering over 100 high voltage autotransformers and six mobile gas turbine generators. They are also working with Ukrainian partners to deploy distributed power generation solutions, ensuring critical services through the next winter.

Building a Sustainable and Decentralized Energy System

The G7+ Clean Energy Partnership with Ukraine, established at URC2023 in London, reaffirms the commitment to rebuilding Ukraine’s energy system. The goal is to create a secure, sustainable, decentralized, and smart energy system aligned with a Net Zero future and integrated with the European market. The partnership supports Ukraine’s National Energy and Climate Plan (NECP) and the 2050 Energy Strategy.

Ukraine, now a candidate country for the European Union, has integrated its energy recovery, reconstruction, and modernization goals with EU energy and climate policies. The adoption of the NECP in June, presented at URC2024 in Berlin, serves as a guide for sustainable recovery and reconstruction.

Advancing Reforms and Renewable Energy Development

Progress in renewable energy development is evident with the adoption of new legislation and substantial advances in sectoral governance. The transformation of Energoatom and the corporate governance system for Ukraine’s gas transmission system operator reflect these efforts. The implementation of the EU Acquis in the energy sector, including the Electricity Integration Package and Hydrogen and Decarbonised Gas Market Package, is ongoing.

The international community supports Ukraine’s reforms, aiming to attract private investments for a green and resilient recovery. The collaboration between the Energy Community Secretariat and IRENA within the Ukraine Energy Support Fund exemplifies efforts to mobilize green capital and de-risk investments in renewable energy projects.

Supporting Transparent Reporting and Assessment

International institutions and civil society groups, including the EBRD, EIB, World Bank, IFC, UN Global Compact, and DiXi Group, play crucial roles in monitoring progress on reforms. The Energy Community Secretariat provides emergency energy assistance, legal aid, market observation, and support for green reconstruction and recovery.

The G7+ and Ukraine are united in their commitment to building a resilient and sustainable energy system, integrating renewable energy solutions, and achieving long-term energy security. This collaboration highlights the global community’s dedication to supporting Ukraine’s energy sector amid ongoing challenges.
