In a groundbreaking move, the Delhi Government, under Chief Minister Arvind Kejriwal, unveiled the Delhi Solar Policy-2024 on Monday, promising residents with rooftop solar panels zero electricity bills, regardless of their consumption.

Generation-Based Incentive for Solar Panel Installation

Chief Minister Kejriwal highlighted that consumers installing solar panels would not only enjoy zero electricity bills but also earn Rs 700 to Rs 900 monthly through the government’s Generation-Based Incentive (GBI). The new policy aims to encourage widespread adoption of solar technology.

Key Policy Highlights

Under the new policy, a residential consumer’s average monthly consumption of 360 units can lead to significant savings. With an approximate cost of Rs 90,000 for installing a 2 kW rooftop solar plant, including taxes and subsidy, consumers can immediately eliminate their electricity bills, saving Rs 1,370 monthly.

Increased Incentives for Solar Consumers

The revised policy raises the GBI incentive from Rs 2 per unit (as per the 2016 policy) to Rs 3 per unit for domestic consumers with solar panels ranging from 1 kW to 3 kW. However, residential consumers with solar panels of 3 kW to 10 kW will maintain the Rs 2 per unit incentive from the Solar Policy-2016.

Extended Incentives for Commercial and Industrial Consumers

In a first-time move, the Delhi Government extends the GBI to commercial and industrial consumers for the initial installations of up to 200 MW. These consumers will receive an incentive of Re 1 per unit of solar power generated for five years, in addition to benefits like net metering and roll-over of excess units.

Chief Minister Kejriwal emphasized the goal of achieving a 4,500 MW solar power capacity by 2027. The policy also mandates government buildings with an area of 500 square meters to install solar panels within the next three years. Power Minister Atishi confirmed that the policy, approved by the Cabinet, will be formally notified within the next 10 days.

In addition to promoting solar energy adoption and reducing electricity bills, the policy aligns with the government’s commitment to sustainable and green initiatives, contributing to Delhi’s energy self-sufficiency goals.
